Do you know this man?

This probably isn't the best profiling sketch. Something like this on a Most Wanted Man on a bounty hunter poster is not going to yield productive results. 

He looks wise. He's probably oriental. He ain't young. Definitely past puberty. He looks pale. Maybe he's wanted for some white-collar crime.

Anyway, this is rather Lan Fang Kong Si. But who is he?
